This study evaluates the government’s five-year economic growth and development plan for the Negev Bedouin, GR-3708. The resolution laid out goals for 2012-2016 such as raising the employment rate and increasing employee integration into the economy; developing infrastructures supporting employment, education and society such as transportation and childcare frameworks; strengthening personal security; promoting education that would support employment; and strengthening and supporting social life, community and leadership in Bedouin localities and expanding social services.
