The Bill on the Arrangement of Bedouin Settlement in the Negev (commonly referred to as the 'Prawer-Begin Plan') passed a first reading by the Knesset plenary by a 43-40 vote on June 24. The plan, which aims to settle land disputes between the Israeli government and Bedouins living in the Negev, has elicited criticism for planned population relocations and human rights violations on the one hand, as well as criticism for being too generous and setting bad precedent around land claims on the other.
Dr. Ze'ev Benjamin (Benny) Begin, at the time a Minister under the previous Netanyahu government, was appointed by the cabinet to lead a "listening process" vis-?-vis the Bedouin population regarding the plan in 2011. He spoke about the plan's careful development, why it is a priority for the Netanyahu government, and why he believes it is a better plan than previous government attempts to reach a settlement solution with the Bedouin in the Negev.
