From Deficits and Dependence to Balanced Budgets and Independence – The Arab Local Authorities

The findings of this study clearly show that the main cause for the scanty revenues of the Arab local authorities from their independent sources stems from a low tax base. The findings of the study refute the claim that the fragile economic situation of the Arab local authorities stems exclusively from a low rate of property tax collections.

This paper is the result of a collaboration between Sikkuy, which works to promote civic equality between Jewish and Arab citizens of Israel, and the Injaz Center, whose focus is the strengthening and empowerment of the Arab local authorities.
