The document expresses the need of Palestinian Arabs in Israel for a change in status, and specifically he need to obtain full citizenship while maintaining their Arab Palestinian identity. The document also expresses Palestinian Arab aspirations for institutional self-rule in the field of education, culture and religion, and full equality with the Jewish majority. Such self-rule within the state implies a system based on consensual democracy that embodies the presence of two groups, the Jews and the Palestinians. According to this document, such system would guarantee real resources, leadership and decision making participation to the Palestinian Arabs in Israel.
