The author discusses the causes and effects of the increasing number of Palestinian-Arab Non-Governmental Organizations (NGOs) in Israel in the last two decades, by offering a multi-level model that combines economic, political, and cultural factors to explain the shifts in Palestinian-Arab political mobilization in Israel and the resulting growth of a complex network of Arab NGOs that have both an internal and external impact. The paper demonstrates how Arab civil society institutions assist in the empowerment and the development of Arab society. The author also shows that while the Palestinian-Arab NGOs network has managed to lead to a liberalization process within Arab society, this process is partial and selective.
