Minority Rights in Deeply Divided Societies: A Framework for Analysis and the Case of the Arab-Palestinian Minority in Israel

The author presents his observations about contemporary ethnic relations in Israel, in an effort to analyze minority (or group-differentiated) rights, a key element in the legal status of the Arab-Palestinian minority in Israel. The author employs a theoretical framework that may advance the comparative legal study of minorities elsewhere. In a main section of the article, the author attempts to elucidate how the Jewish and democratic state of Israel grapples with the existence of another national collective within its citizen body.
