How the 2000 Israel State Budget Affects Arab Citizens
The authors review several ministerial budget allocation issues pertaining to Arabs in Israel. According to the authors, the Ministry of Education budget makes it impossible to allocate the funds required by Arab schools. As a result, only the top decile can compensate by applying more of its own resources to education services. According to Ministry of Construction and Housing policy, Arab couples are entitled to one-half of the extra assistance granted to Jewish couples where the male spouse is an IDF veteran. The Ministry of Transport budget allocated funds for a list of development projects in the Arab sector in 2000. The authors also argued that the Ministry of Labor and Social Affairs budget is insufficient to resolve disparities in the level of social services in Jewish and Arab localities.
