Arab local councils and municipal governments are central to the implementation of many of the Economic Plan’s programs and budgets. Yet, few Arab localities are adequately equipped with the manpower, resources or professional expertise needed for its success. A range of capacity building programs, both as part of the Plan and supplemented by civil society, are being instituted to ensure Arab localities will be able to partner and benefit from Plan implementation in the immediate future, and over the long run.
This update provides insight into capacity building efforts, including needs, challenges and an outline of the major government and civil society programs.
