‘Constitution By Consensus’: By Whose Consensus?

The author examines the meaning of the term ???Israel as a Jewish and democratic state??? for Jewish and Arab citizens in Israel. The author???s study is based on findings of a public opinion survey conducted in the Israel Democracy Institute (IDI), and a survey undertaken by Mada al-Carmel – The Arab Center for Applied Social Research (Mada). The author shows that the term ???Jewish and democratic??? is vague and problematic, because it means different things to different people, and must be deconstructed before we we reach hasty conclusions about its acceptability to Arabs and Jews. The author proposes what the term means for the majority of Arab citizens, and what it means for the majority of Jewish citizens.
