Between Tradition and Modernization: Understanding the Problem of Female Bedouin Dropouts

The author discusses the problem of Bedouin female public school drop-outs in the Negev region of Israel. Data show that this phenomenon results from a conflict between Israel???s institutional conception of modernity (which promotes coeducation) and Bedouin traditions that retain the cultural ethos of the girls’ fathers. Israel???s institutions seek to modernize the Bedouins according to Israel’s institutional view of modernity that disregards traditional Bedouin values (such as sex-based separation). The author voices a call to embed traditional feminine values as a necessary element in modernization of local communities.
