Over the last year, some of the most fraught events in recent Jewish-Arab relations were followed by breakthroughs filled with opportunity: an Arab party in a governing coalition and passage of a NIS 32 billion economic development package for Arab society. Today, terror attacks, an unstable coalition, and ongoing provocations are raising tensions and concerns that volatility will resume, and recent gains will be lost.
