Promotion of social and economic mobility within the Bedouin community of the Negev by growing the ranks of well-educated university graduates and assisting them to integrate into new places of employment. The plan operates in four Bedouin municipalities and focuses on three fields of activity:

• Education - Promoting excellence among high school students, so they can attend university
• Social - Development of leadership skills among the program's students
• Employment - A unique track for careers with the goal of attaining academic and employment excellence
