Educates and sensitizes a national system to provide a more equitable distribution of government services. Initiatives include field seminars for government professionals; training courses given through the Civil Service Commission; task forces working to correct institutional inequities and programs to increase the employment of Israeli Arabs in government service and in the private sector.
